Nominating Committee: Statement on the Role & Function of the GNHA Nominating Committee

According to the Bylaws the purpose of the Nominating Committee is: “The purpose of this committee is to be active within the association and engage with members to bring new candidates to the annual election meetings.” This purpose is stated twice in the Bylaws.

Like most municipalities, since GNHA is a chartered municipal district, it must hold elections for its governing board under its charter and bylaws. However, unlike most municipalities – cities and towns – in Connecticut, the GNHA elections are not partisan-driven: i.e., political parties do not field slates of candidates and there is no extensive campaigning. In those instances, political parties and their political campaigns provide many ways for the public to gain an understanding of who is running for office, what they stand for and what they hope to deliver for the public.

In instances where elections are not partisan-driven, nominating committees are usually created and tasked with making sure that no governing board position goes unoccupied, candidates for governing boards are qualified to occupy their posts, and that voters (membership) are informed about the candidates pursuing board positions. These types of nominating committees are usually employed by boards of directors of corporations (both for- and non-profit) to identify, recruit and promote qualified candidates to the voting body. In this aspect of the committee’s functions, they would actively recruit and promote individuals with the skills and experience that would benefit both the GNHA board of governors, as well as GNHA membership as a whole.

As obligated by GNHA bylaws, the nominating committee operates under Robert’s Rules and posts agendas and meetings according to open meeting laws. Meetings are open to the public; however, persons who are not committee members are not permitted to speak unless that granted that privilege by committee motion, or an agenda item designating a period for public comment (which may have a stated time limit).
